EU, Japan, & US automakers (minus Tesla) send China...

Perhaps these automakers want more time to catch up and are afraid the Chinese car manufacturers will sprint out of the EV production gate with such a headstart that most of the auto competition will get steamrolled.

Notice that Tesla is the ONLY car maker that did NOT sign.
