Blocking the intake too well would starve the engine of air, requiring it to do more work to pull in air; that would waste energy, requiring you to burn more fuel. If you dam the whole intake area, do relocate the intake. I'd suggest not blocking so much of the upper grille.

so maybe blockin the lower grill. but need to replace that upper grill anyways, it's being kept there by twisty wire.lol
