This still doesn't explain what the exact phenomenon is that one would be trying to exploit here. Google doesn't reveal much there by simply searching for "hull effect".
If You think that's what it is, just in case You're interested You have a ton of reading to do. Cold Fusion and Magnetic fields I can surmise are not Your fields of endeavor.
