Which EPA Rating?

In the garage, I used the newer EPA rating for my car. (Lower) Is that the standard here, or or people using the old rating system?

Similar Question: I can't find the EPA combined rating for my car. How should I combine the City and Highway ratings to figure it out myself?

I am also using the new figures. www.fueleconomy.gov like stated before is a good place to find the info.
