I was just thinking... They are worried about being able to pass emissions, but they bought a 1981 Rabbit. 1981 model year cars are exempt from emissions testing... I should know, because I no longer need to have my Buick tested...

That varies from state to state. Some states don't require any emissions testing at all.

In Virginia, only Northern Virginia, and maybe Richmond need testing. Only the areas where the EPA makes them do it. Cars over 25 years old are exempt.
