Krousdb: I am not sure where the relay is on aa 1992, but on a 1989 Civic it is located on the inner left wheel well, attached to the door post. It is above the hood latch. Their is one relay, which is about 1"x1", which is the starter relay. Above that, is where the main relay is located. It is about 1.5" x 2" x 1". From the inside of the car you, after you have removed the starter relay bracket, you can just barely see the bolt holding the relay to the body of the car. One bolt, 10mm, and then you have to wiggle it out, it's a tight fit.
The main relay has two relays inside of it. The first half energizes off of the ignition switch, which closes a contact providing a signal to the ecu. The ecu provides a control signal to the second relay, enabling it. The second relay provides power to the fuel pump and to the fuel injector's.
The problem your describing is similar, in many respects to what I was wrestling with when I was working on setting up my car to Codfish. It appeared to me that the ecu will shut down the fuel pump and the injectors any time it thinks their is a issue it doesn't expect to see. From my experienece, about 20% of the time I would have to turn my ignition completly off for a few seconds, then turn it back on. I think the ignition off is equivalent to resetting all of the initial conditions for the ecu to be happy to turn the fuel on.
I don't know the cost of a new relay, but I think it would be worthwhile to get a used one to replace the one in the car with, as a high possibility, particularly since it souonds like several people are having similar difficulties.
