I assume VSS is vehicle speed sensor? Maybe it's interpreting that your sitting idling at a low speed and kicking the fans on to get air moving. Why is the O2 sensor heater disabled -- doesn't that, well, help it work properly?

The vss is working just

The vss is working just fine. I don't idle as all during my trip except at the very end after the cel is on.

I have no heater, so if I leave it enabled then the car will run like *** wanting the heater.
