When you unplug it, the valve stays in the position it was last in, so yes this generally means whatever RPM you were in at the time. To get the desired effect, fully warm up the engine then sit idling at a dead stop, THEN unplug the IAC. It should hold a 650-700 RPM idle.
It threw an error code when I flicked the switch back and forth while driving. It does NOT seem to throw a code when I flick the switch with the engine/car off or even with the engine on idling at a stop.
