Haltec ECM tuning for more FE

Last weekend I picked up a new project car. A 1991 Chevy Cavalier station wagon. It's got a lot of performance modifications on it that would normally hurt FE, but it does have a Haltec full stand alone ECU. So, I'd like to start doing some programming changes to it to increase FE. I've got a good understanding on engines but I don't know where to start on tuning this beast. A friend of mine has a more radical engine in his Cavalier and has gotten 28 mpg on the highway with a couple of blasts to 140 mph and cruising at 75 to 80 mph.


A short list of the engine modifications are as follows;

1990 Pontiac Grand Prix Turbo 3.1L rotating assembly bored 0.030" over
custom Crower camshaft (2,000 - 6,000 rpm power band)
30 lb/hr injectors (I know I can decrease pulsewidth on these down to 0.3 or 0.4 milliseconds)
Garret T3/T04E turbocharger
Haltec E6GMX
