Heh, every moped I've ever tried to pedal was like pedalling a regular bike uphill with flat tires towing someone on a sled... I think 15-20HP is a bit optimistic for the motor output too, I was thinking 150-250 cc bikes had about that.

in asia lots of people use 150 cc scooters, some use 49 cc ones, which is very underpowered

Bah! Dirty gasoline burners!

Besides, an e-bike requires neither registration/licensing nor insurance. And although not technically legal, I know what I need to build one that will smoke a moped.
