If the Guinness World Records authenticated it they would not have been allowed to switch the engine off. Probably a lot of very close drafting.
I have managed 69.9 mpg with my petrol-engined Jazz without turning the engine off.

I haven't found this particular achievement but found a couple of other impressive events, one the 48 contiguous states and one 24 EU nations.

Wayne is a friend of mine, and I have joined him on a few of his drives. AFAIK the records have not been rescinded.
