do i have the best possible setup for all city driving?

i dont go over 30 mph, all city with stop signs every 50 yards. its basically south philadelhpia

so far i have a DX motor (1.5 liters, it beats a 1.6 z6 motor) with a si tranny (short gears so i can save clutch) with vx rims at front with 165 series tires. all tires pumped to 44 psi


I also dont have a/c or p/s

I thought about a prius since the engine wont turn on under 30 mph, but the break even point will be a long, long time since i drive about 5000 miles a year, hard city miles. im averaging 35 mpg doing so
