Corolla Conundrums

I have a 1996 Toyota Corolla over here in Oz and a couple of questions about how it runs since i've just started my FE adventures. The first question is to do with the fuel injectors; I am unsure about whether to coast in neutral up to traffic lights /down hills or to keep the car in gear so that the fuel injectors turn off and i don't use any fuel. Is there some way you can tell when no fuel is being used or some hard rule I can go by?

The other question is to do with OBDII; I live in Australia so i'm not sure about the regulations but how can I find out if my car has OBDII to get a scan gauge? Is there somewhere I can check under the hood for some port or something?
