It is the same as the published mpg figures here in the UK. They are seen as a very best case and not something achieved by the average motorist in normal driving conditions.

The new WLTP figures published are way more accurate, even autotrader quotes them now. The combined (average) figure for my Gti used to be 47 MPG on the NEDC, but now it's been dropped to 37 MPG with the WLTP tests, and that's pretty close to what I'm getting.

If it changes when you moved, then whatever your new commute is will most likely be at fault. My wife’s van is about a 15mpg vehicle doing school and grocery runs near home, but that can double on the open road and get about a 50% gain if we take any trips much further than just our local errands.
