Another Civic VX Question

Been doing some trouble shooting and in the process of checking my LAF sensor operation on my 92 VX. According to the Honda shop manual and Chilton's, there is supposed to be battery voltage across the two heater wires. I'm only getting 6.7v. Battery is new and no trouble codes. The Honda shop manual said to check the G101 wire and Chilton's said to check circuit between ECU and Main relay. I've checked the circuits to ECU and all wires show continuity. Not sure of the wiring to the main relay. Any ideas?

Turns out the black wire to ground is ok. The voltage supply wire is only giving 6.7v. There is continuity to the ECU. What should I check next?

Any way to swap out a known good ECU to double check it?

Sorry, I have not been able to get around to this. Some personal things have really been stirring up and a recent collector has come after me for $16K so I'm focusing on some other priorities right now. Maybe one of the other VX owners could get a reading for you since it's not too hard to do.
