2017 VW Jetta with Low MPG

I purchased a brand new 2017 Volkswagen Jetta S on September 2017 with only 11 miles. About 5 days after I noticed it consumed too much gasoline. In 5 days I had spent $87. to keep tank full. I told the dealer car service personnel about it and the service manager suggested to do a gasoline consumption test. He told me not to give too much attention to what the MPGs on vehicle panel indicate because it is not always accurate. So I filled up the tank, reset the Trip A or B mileage to "0" and kept driving until tank was empty. After tank was consumed and emptied I wrote down how many mileage those 14.5 gallons lasted. Out of the numerous times I've done this test the range of MPG has been from 16mpg to 26mpg.
My math calculation example is the following:
Total mileage per tank fill-up (after consumed gasoline): 289
Total gallons capability in tank of my Jetta: 14.5 gallons
289 ÷ 14.5 = 19.93MPG
I am wondering if this is the same test y'all are doing when determining and reporting the MPG of your vehicle.
