I was surfing the forums on ecomodder and came accross this technique, but I was unable to find a super specific description of how this works.
My guess is would be coming up to a hill maybe or maybe not picking up a little momentum then once on the incline keeping the throttle steady and letting your self slow down, not increasing speed/using more power.
usually I'll pick a gear based on my approach speed. and try to keep a pretty consistent throttle.

no, it's not this at all. I've been surfing this site off and on for awhile. Very recently a lot and based on how often new topics are added, existing post being responded to, etc.
