from the side view, it looks like a hornets nest of some sort.
but you can tell from the top view that it is too perfectly made for that to be true and the color is too uniform

cat converter catalyst material.
mine did this (got the car like that):
then somehow the converter cleared itself out. (don't worry, eco nuts I've got half a dozen extras from scrapped cars)

At first, I thought the first picture was it resting on someone's fingertip, but the "fingertip" looks hairy so maybe not...

Careful with this stuff. Any dust from a catalytic converter core is very hazardous to health.

I don't know if the new cats do this, but I remember back when I was little, my dad and grandad would make lanterns out of that stuff. They would hang a piece up, point a blow torch on it and it would put off a bright white light.
I wouldn't recommend trying it, because like markweatherill said, it wouldn't be very healthy, or safe for that matter.

Standing slightly taller than two inches, that is a chunk of the Dakota's Catalytic Converter.
It broke because of the backfiring caused by the burned valve.
Strangely, this is the only photo I have of the truck I lived in for 623,000 miles.
