So, by not breaking the law(speeding), you are breaking the law(obstucting traffic)? Sounds like a no win type of thing. :-( Unfortunately you're probably right about someone getting hurt. The people in the video were taking too big of a chance.

I'm pretty sure the kids

I'm pretty sure the kids that did this were from either Georgia Tech [my school] or Georgia State University [across the street]. They drove around I-285 - a perimeter highway. I plan on using I-285 as my testing bed for mileage...it's a 63 mile oval, haha.
