Sounds more like he's smearing the soldiers responsible for the torture.

I don't really see that excerpt as being a smear of soldiers in general. And is it really fair to call it a smear when the events described have actually occurred?

The disgusting smear IMO was against the soldiers at Abu Graib (sp?) who were scapegoated out while their higher ups have so far avoided answering to ther responsibilities. People who have not been in the military truly do not understand how things work. When you are in, THEY OWN YOU. Even if you know what is right and are reluctant to act contrary to it, particularly in a war zone, you can be dealt with very harshly merely for speaking out. Fratricide isn't always accidental.
