ALL taxes have their quirks and hidden agendas(borrowing, special interests, subsidizing, etc), but the bottom line is the bigger purchasers(the rich) pay more than the little purchasers(the poor).
THAT is a compromise--the left gets its progressive tax, the right its lower tax rate.
not to mention, NO ONE skips out on paying them(taxes). and, hopefully, eliminating the IRS would lead to scrutinizing many other needless gov't positions!
