If those taxes are like many of California's, they get dumped into the general fund and allocated as the legislators see fit in the annual budget. Which kinda sucks.

Yep. Just like the politicians claimed the lotto $$$ was suppose to be EXTRA $$$ going to the schools. Instead, the lawmakers defunded the education budget, because the lotto $$$ was now paying that expense.

Politicians are liars; both Obama and Trump. Hillary goes without saying.
