Yes, this is in Huntington Beach California, there is some sort of requirment the government has to install these low power solar systems for some sort of quota, I will check with my friend to get the details, I know they tried to sell him on the free solar installation, he didn't go for it, he chose to build his own. From what I understand you have to comply with the new bill averaging system, use most of your power in the evening and if you ever go over, you get zapped 4 times your normal bill.
