Why does average calculate incorrectly like this?

Not sure why the AVG MPG for this vehicle is showing 32.5 MPG when there is only one entry of actual MPG for 18.8?

The entries of just miles without fuel amount, or vice versa shouldn't count in the AVG calculation for the vehicle, so the average with just the one actual MPG entry should be the same as that entry 18.8 MPG?

The driver put the first fill-up as a Partial. That, the other Partial fill, and the Missed fuel up are leaving blanks in the fuel log as far as individual MPG is concerned.
However, Partials still contribute to the overall average MPG.
