Number of cars vs. MPG bar graph

I've noticed that on the top of the 2003 Ford Ranger page the number of vehicles vs. MPG graph doesn't seem to be correct. For vehicles achieving 17 MPG, it shows 3. Currently, 4 out of the first 5 of the fuel up list are averaging 17.2, 17.1, 17.1, and 17.3. Then, depending on what your cutoff is (16.5 mpg to 17.4 mpg = 17 mpg?), the graph should reflect 7 at 17 mpg. Is this a bug or working the way it should?

I've noticed too. It seems to round up for any fraction.
