I think it's mostly because they haven't found a easy & consistent way to record the KW yet (some people have indicators in the car, some people measure it at the socket, etc, and it doesn't really tie in very well with the refuellings either ... unless you did both at the same time they'd have to be recorded as partials).
Paul has mentioned previously that they are investigating to see if they can find a way to do it, but I suspect there are too many problems in the way.
