Might be a bit too much on your part, but maybe you could format the page to have a 0 outside the box when we select UK or have 2 rows one for US / Canada and one for the UK.

Yeah, that's a good idea. We ask people to select their country when they sign up. So by the time someone visits the preferences page to enter their phone number to set up SMS we should know their country and can add that hint.
