I think a better approach would be to show what it's costing the individual... Unfortunately, I don't think it's enough yet. Kinda like when a daycare charges a $5 fee when parents pick up their kids late -- it causes more parents to come late as $5 isn't enough to warrant a habit/lifestyle change. Corollary with, "my car is good enough on gas."
