Well this is based on feedback from actual car owners, so if there wasn't enough data for a particular manufacturer, they don't include it. There's a few missing, Porsche is another.

It all depends on what survey you read. "What Car" had Toyota top and Peugeot at number 23. It is like political polls, everyone quotes the one they want to believe.
