I saw that on our news tonight. Frightening. I believe that since 1962, in Japan, you must obtain a "garage certificate" from local police to prove that you have access to an off-street parking space before you can own a car (Shako Shomeisho).

I wish I could afford to own a car in Singapore. It would make owning my car here a walk in the park.
