VX wiring help (esp. if live in FL)

Scenario: 89 civic dx hatch with a jdm d15bz1 (vx equiv.) It is currently running with a P28 ecu and 4 wire o2 sensor, no egr system connected.
When I first got it together the ecu I had was bad, could not find another so used a P28 and the 4 wire. It runs good but only gets 39 mpg.
Problem: I have the egr system, 5 wire o2 sensor and P07 ecu. I need some help getting this wired correctly. I had another guy do the wiring so I am unfamiliar with what was done and how to un-do it. Any assistance would be great, perhaps even someone that lives in North Florida and I could bring it to you, for a fee of course. Any suggestions or help would be great.
