PZEV in an older car?

I'm very impressed with the new PZEV standards in Cali and the technology that goes into it. Judging by some of the articles I read though, it doesn't look like alot of new technology goes into these cars and instead it's just a case of car companies finally applying the old technology correctly.

I want to see if it's possible to get my old Accord up or at least near this standard. Does anyone know what might be needed to convert a 14 year old midsized car to an even greener vehicle?

I'm definitely looking into an IAT adjustment, an altered O2 sensor, and a second, newer catalytic converter. What am I missing that can be done without doing anything too extreme?
