The VX D15Z1 was an OBD 1 engine, and all Civics (and pretty much everything else) was OBD II starting in 1996. Therefore, I don't believe the ECU would work in a '96 and up. Also, the VX was 49-state compliant in 1992-1995. It wouldn't pass emissions from 1996 and up. That's why they switched strategies for the HX.
The VX also had lighter-weight wheels, the spoiler and front air dam, the aluminum alternator bracket, a clutched alternator, the CX transmission gearing, and a bunch of stuff missing. It had no power steering, power locks, power mirrors, cruise, A/C (added as a dealer option), rear wiper, or radio (again, a dealer option). When the radio was selected, the car had 2 door speakers only. The wipers were 2-speed wipers. There was less sound deadening material. As such, the car weighed 2,048 lbs, which is about 300 lbs less than a 1992-1995 Si hatchback. The whole car contributed to the mileage.
Something I did on my VX back in the day was lower it 2 inches. Getting it out of the wind increased my mileage by about 15%.
