when the turbo gains a certain momentum under cruising conditions it can allow for negative pressure to occur between pulses of the engine depending on how free flowing the exhaust is after the turbo. its a strange phenomenon that some have experienced in civics that have had a good tune. i would never add a turbo for mpg though it is just a minor added benefit. there could be more too it as far as efficiences in air flow, but i am not certain on the details before combustion.
